Unless it's a % of what your earn (like in the Republic of Finland). Then, even for rich people it will hurt.

i mean personally i just think we should shoot them or whatever but higher fines are a good idea too

Less bloody with the percent and the money could be put in good use (like keeping the road and street safe, improving the global lifestyle etc).

Better take more money from them for the community to improve things than putting them in the grave where they don't generate money at all.

Depends if the fine is proportional to your annual income :) It is in Finland (among other countries) and I think it's very fair. Look up speeding ticket records. The record in Finland is one for a guy who drove 80 km/h in a 40 km/h zone. He ended up paying over 200k €.
